On November 20, 2017, government employees all over Rajasthan organised protest demonstrations and dharnas at their respective district headquarters, under the banner of the All Rajasthan State Employees Joint Committee. They submitted their memorandum of demands to the Chief Minister through their tehsildaars. Earlier, on November 9, the state employees had organised protests and dharnas at their respective collectors' offices and submitted their demands.
All Rajasthan State Employees Joint Committee has announced that if the government does not conced their demands, they will be forced to intensify their agitation. The committee has also announced their future programs. On November 23, the charter of demands will be sublitted to the Chief Minister through their local councillors. On November 29, “halla bol” programs will be organised at all the district headquarters, to highlight their demands. If their demands are still not met, then on December 3, employees from all across Rajasthan will march to Jaipur to submit their demands.
The main demands of the Rajasthan state government employees are as follows:
- The Seventh Pay Commission recommendations should be implemented with retroactive effect from January 1, 2016 and all arrears should be paid in cash.
- The cut-back in basic salary, as announced in the latest schedule of the state government, should be revoked and the basic salary should be given as per the earlier schedule.
- The pay matrix according to the Seventh Pay Commission notification should be brought at par with the pay matrix notified by the central government.
- The old pension scheme and not the new pension scheme should be applicable for all state government employees recruited after 2004.
- All announcements of employee welfare schemes under the Suraj Sankalp Patra – 2013 should be implemented uniformly for all employees of ministries and other departments, all anomalies should be removed, temporary and contract employees should be regularised.
- All decisions by the courts regarding welfare of employees should be immediately implemented.
- Undertaking work on PPP model, contract work, privatisation, shrinking of departments and cut-back in posts should be stopped.
