Anarchy, violence and terror serve to maintain capitalist rule

In every part of the country, people are facing violence and terror in their daily lives. Hatred is spread against people of a particular religion, caste, race or language.

Every week brings fresh news of physical attacks targeted at individuals or groups of people. People are killed and the guilty get away scot free. Progressive thinkers and journalists get assassinated and nobody gets convicted or punished. Political activists and intellectuals get arrested on false charges. Anyone who fights for the rights of any section of the oppressed people is treated as a criminal, branded as “anti-national”, “terrorist supporter”, “Maoist sympathizer” or “Pakistani agent”.

In some parts of India, people have been facing a climate of terror for many generations, as in Kashmir, Manipur and Nagaland where the armed forces are permitted to shoot and kill anyone. In some regions, as in Assam and Punjab, the situation began to deteriorate in the 1980s. State sponsored communal violence and terror reached a high point on a countrywide scale with the destruction of Babri Masjid in 1992.

State terrorism has been extended to all parts of the country by now. Organising individual acts of terror through the central intelligence agencies, and using it as the excuse for escalating open state terror, has become the preferred method of governance. The specific style and forms of violence and terror have changed as one party replaced another in New Delhi. However, the criminal nature of political power has remained and become worse over time.

Anarchy, violence and terror are growing in the majority of capitalist countries of the world. Racism, communalism and all kinds of lies and prejudices are systematically spread through the news media and through social media. A climate is created in which hate crimes can be justified in people’s eyes.

Ever since the disintegration of the Soviet Union in 1991, the imperialist powers headed by the United States have been carrying out an unprecedented anti-social offensive. Organizing terrorist acts through the intelligence agencies of the State, and carrying on incessant propaganda against the threat posed by “Islamists” has become part of the method of capitalist rule. Sectarian violence and terror have been integrated into the state machinery, as an indispensable component of capitalist governance.

At its highest and most monopolistic stage, capitalism has become extremely parasitic and destructive. The process of capitalist accumulation is eliminating more jobs and sources of livelihood than the number of new jobs it creates. The institutions of finance capital are driving millions of toiling people into unbearable levels of indebtedness. Capitalist states are unable to prevent repeated crises from breaking out, crises which lead to enormous wastage and destruction of productive forces. Conflicts among rival monopoly capitalist groups and imperialist states are leading to economic and military wars.

Creating a climate of anarchy, violence and terror has become the only way that the capitalist class can continue to rule society. It serves to divert the working class and people, and to prevent them from uniting against the monopoly capitalists and the governments in their service.

The Tatas, Birlas, Ambanis and other monopoly houses who head the capitalist class in our country are on an aggressive global imperialist drive. They are eager to expand their capital both within the country and abroad. Successive governments led by the Congress Party and BJP have been implementing the same economic program aimed at fulfilling capitalist greed and the imperialist aims of the monopoly houses, at the expense of the livelihood and rights of the toiling majority of people.

The capitalist class wants to prevent workers and peasants from uniting and waging a common struggle. To achieve this aim, the capitalists rely on their tried and tested parties to incite sectarian conflicts and to spread anarchy, thereby providing an excuse for escalating open state terrorism.

The capitalist monopoly houses want the workers, peasants and all oppressed people to remain divided and diverted from the real source of their problems. They want them to line up behind the BJP or the Congress Party. They promote BJP as the “clean alternative” to the Congress Party. They promote the Congress Party as the “secular alternative” to the BJP.

The truth is that both the BJP and the Congress Party are committed to implement the same program of globalisation, liberalisation and privatisation. Both are trained and tested in fooling the people and in keeping them divided on the basis of religion and caste. Both have a track record of having used the state machinery to organise communal violence in which thousands of people have been killed. They are both tried and tested parties of the capitalist class headed by the monopoly houses.

The need of the hour is to build the political unity of the workers, peasants and all other oppressed people around an alternative program, in diametric opposition to the program of globalisation, liberalisation and privatisation. The need of the hour is for all communists to unite and lead this effort, hand in hand with all progressive and democratic forces.

The aim of the working class movement is not limited to dislodging the BJP. Our aim is to dislodge from power the capitalist class, headed by the monopoly houses.

Workers and peasants are the creators of India’s wealth. We together make up more than 90 per cent of the population. We can and must organise to take political power in our own hands.

All communists need to unite around one single program to establish workers’ and peasants’ rule, halt the dangerous course of Indian society and lift it out of crisis. We need to stick unwaveringly to this program and fight for its implementation, both on the streets and in the electoral arena.

We communists must use the electoral arena to expose the existing political system and contest the assertion of the ruling class that there is no alternative to parliamentary democracy and to the globalisation, liberalisation and privatisation program. We must put forward the revolutionary alternative of workers’ and peasants’ rule and socialist reorientation of the economy.

The growth of anarchy, violence and terror is a symptom of capitalist rule. The capitalist system is the source of all the problems. Capitalism is on its deathbed. It cannot carry on without destroying nature and human society. It points to the urgent need for all communists to unite and lead the struggle to bring political power into the hands of workers and peasants. Only then can the rights of all human beings be guaranteed. Only then can prosperity and protection be ensured for all.
