Rajasthan Panchayati Raj Sewa Parishad workers’ struggle

From September 12 the workers of Rajasthan Panchayati Raj Sewa Parishad have been on strike, throughout the state. On September 21, the agitating workers of the district branches and sub-branches gheraoed the local MLAs and submitted their memorandum of demands.

On September 26, the workers staged a motor cycle rally at the district headquarters.

The struggle of these workers has been going on continuously for the past several years. As a result of the struggle, the government has been forced to enter into negotiations with the agitating workers 9 times, but each time the government has backed out of the agreement.

The main demands of the agitating workers are:

1. Define the cadre structure of Rajasthan Grameen Vikas Rajya Sewa, clearly identify the pay scales associated with each post and carry out necessary promotions of workers.

2. Remove anomalies in the 5th and 6th Pay Commission grade pay for Gram Vikas Adhikaris.

3 The charge of Gram Vikas Adhikari should be given to members of Panchayati Raj Sewa Parishad members only.

The Rajasthan Panchayati Raj Sewa Parishad workers’ struggle has affected the functioning of the government in various ways. In the five departments associated with the Panchayati Raj institutions – social welfare, agriculture, women and child development, primary education and primary health – all work has come to a standstill.

Panchayati workers in the villages play multiple roles. Construction of dwellings under Pradhan Mantri Awas Yojana, procuring work for MNREGA workers, management of local MLA fund and MP fund, organizing Swachh Bharat Abhiyan, disbursing pension for aged and differently abled people, issuing ration cards, registering births and deaths – these are some of the many functions that they are required to perform. All this work has been affected by the struggle.

The workers of the Rajasthan Panchayati Raj Sewa Parishad have planned a huge rally on October 2 at Jaipur, on the occasion of Panchayati Raj Foundation Day. Starting from October 3, they plan to organize a fast-undo-death at Jaipur.
