Call of the Central Committee of the Communist Ghadar Party of India, 1st May 2018

Comrade workers!

On the occasion of May Day 2018, Communist Ghadar Party greets the working class and peoples of all countries who are waging a courageous struggle against the attacks of the capitalist class and its governments on their livelihood and rights. We greet all the nations and peoples who are opposing the criminal wars, economic blockades and enslaving treaties of the imperialists and monopoly capitalist corporations.

Communist Ghadar Party salutes all sections of workers in our country who are fighting in defence of their rights. We salute the workers of Indian Railways, Air India, banks, defence factories, college and school teachers, resident doctors, nurses and other sections of the working class for their persistent struggle against all forms of privatisation. We salute the workers in automobile, IT and other growing sectors for their struggle in defence of the right to unionise. We salute the Anganwadi and ASHA workers for their determined struggle to be recognised as workers.

Comrade workers!

Over the past four years, the BJP-led government headed by Narendra Modi has been carrying out a multi-pronged assault on workers’ rights, while chanting the slogan of “shram ev jayate!” (labour will ultimately triumph!) It has enacted laws and made policy changes to further expand the scope for replacing regular workers with those on temporary contracts. It has amended the Apprentice Act to legalise the practice of super-exploiting young workers without regularising their jobs. It has introduced a system of “fixed-term” contracts in all sectors, so as to super-exploit workers and deprive us of any semblance of job security. Trade union leaders have been given life sentences for having dared to demand the rights that belong to workers. All this is being done in the name of ensuring “ease of doing business” for Indian and foreign capitalist companies.

While Prime Minister Modi claims to be building a new India, the government he heads is pushing the same program of privatisation and liberalisation that the previous Congress-led government was implementing. It has escalated the program of breaking up Indian Railways and privatising it bit by bit, while repeating the lie that railways will never be privatised. It is actively pursuing the privatisation of Air India and of selected government-owned banks. It is accelerating the program of privatisation of education, health and other essential public services, under the banner of “public-private partnership”. It has introduced the Goods and Services Tax (GST), which has boosted the profits of big capitalists while reducing net incomes of small and medium scale businesses.

Opening up all sectors to foreign capital in the name of “Make in India!” is being promoted as a smart way to allegedly provide jobs for all. The reality, however, is that more old jobs are getting destroyed than the number of new jobs being created. Thousands of workers are being laid off every year even in the relatively new IT sector.

Agricultural input and output markets have been opened up further to global and Indian capitalist corporations. This has raised the insecurity of farm incomes to an unprecedented degree, pushing peasants deeply into debt.

As much as Rs. 2,00,000 crores have been allocated from the central budget over two years for bank recapitalisation. This huge amount of people’s money is being paid to the big commercial banks to make up for losses resulting from capitalist loan defaults. People are being made to pay for the crimes of big capitalist loan defaulters.

The Tatas, Birlas, Ambanis and other monopoly groups are rapidly accumulating their wealth and becoming as rich as the richest capitalists of Europe and North America, while the workers and peasants of our country remain among the poorest in the world. This is in fact the real aim underlying the program of globalisation, liberalisation and privatisation.

Comrade workers!

There is no end in sight to the crisis of the capitalist system on the world scale. Capitalists of the world have become more and more desperate in their efforts to recover the rates of profit they enjoyed prior to the crisis of 2008-09. Governments in the service of the capitalist class are resorting increasingly to racist, communal and fascist attacks to destroy the unity and growing resistance of the working class and people.

In our country, capitalist development has reached a stage when the monopoly houses are on an aggressive global expansionist drive. They are engaged in a race with the capitalists of other countries. They want to be assured of maximum profits from every rupee they invest. Successive governments are implementing policy reforms and enacting laws to fulfil the greed of the capitalist monopoly houses at the expense of the toiling majority of people.

The economic offensive is being accompanied by the tactics of divide and rule. Passions are being inflamed on the basis of caste and religion in order to break the unity of the exploited and oppressed majority. State terrorism is being escalated alongside anti-Muslim and anti-Pakistan hysteria. Whoever demands freedom from class exploitation, caste discrimination or national oppression is branded as being “anti-national”.

The “nationalism” of the BJP is as fraudulent as the “nationalism” of the Congress Party. It is a smokescreen to hide the selfish interests of the capitalist monopoly houses, who care more about their own money bags than about the interest of any nation.

The capitalist class is represented by rival parties that fight among themselves for control over executive power. The corporate media promotes the false notion that the main struggle is between these rival parties in parliament, which are called “nationalist”, “secular”, etc. This propaganda is aimed at dividing us workers and lining us up behind different parties of the capitalist class. It is aimed at hiding the imperialist and anti-national character of the ruling class and the communal nature of the State as a whole.

Our struggle is not directed against this or that particular party. Our struggle is against the capitalist class headed by the monopoly houses. We need to dislodge this class from its position of being the ruling class, and take political power into our own hands, in alliance with the peasants. Only then can we change the course of India.

We must fight with the aim of replacing the existing system of bourgeois parliamentary democracy with a new system of proletarian democracy – a system in which the will of the toiling majority prevails and not the will of an exploiting minority. We must fight with the aim of depriving the Tatas, Birlas, Ambanis and other capitalist monopoly houses of their ownership and control over the principal means of production and exchange. From being geared to maximise capitalist profits, the economy can then be reoriented to maximise the degree of fulfilment of the needs of the entire population.

We must fight for immediate measures in the direction of fulfilling the people’s needs, including the creation of a modern universal public procurement and public distribution system. Only then can stable and remunerative prices be guaranteed for peasants and the availability of essential consumer articles at affordable prices be guaranteed for all.

We must not only demand an immediate halt and reversal of the privatisation program. We must demand measures to defend and strengthen useful social assets that have been created with people’s money in the past. With respect to Indian Railways, for instance, we must demand that the central government makes all required investments to ensure that all members of society have access to safe, efficient and affordable rail travel. We must contest the false claim of the Ministry of Finance that there is not enough money to make such investments.

Comrade workers!

The most important immediate task we face is to build and strengthen our political unity against the capitalist reform program and around the alternative program of socialist reorientation of the economy.

We must build and strengthen workers’ unity committees in industrial areas and service sector hubs. Activists of different unions and communist parties need to come together in such committees in defence of workers’ rights.

On the occasion of May Day 2018, Communist Ghadar Party calls on all communists, all organisers and activists of the working class, to devote their energies to strengthen the unity of the working class and build the worker-peasant alliance against the capitalist offensive!

Let us defeat all attempts of the capitalist class to divide us on the basis of religion, caste, party affiliation or any other basis. Let us fight with the goal of replacing the exploitative rule of the capitalist class with workers’ and peasants’ rule!
